Many Mission Viejo homeowners assume they don’t need flood insurance because their lender never required it. But the Central Valley has a long history of flooding. The 1997 New Year’s floods sent the Tuolumne River into neighborhoods in south and west Mission Viejo, and the atmospheric river storms of early 2023 pushed Dry Creek, the Tuolumne, and the Stanislaus and San Joaquin Rivers to high levels across the region. Flooding here doesn’t stay inside the lines on a FEMA map.

Doesn’t my homeowners policy cover flooding?

No. Standard homeowners policies exclude flood damage, including rising water from rivers, creeks, levee failures, and heavy rain that overwhelms storm drains. Water that comes in through a damaged roof during a storm may be covered by homeowners insurance. Water rising from the ground up is not.

What if I’m in a low-risk zone?

Homes outside high-risk zones (often labeled Zone X) still flood. Nationally, more than 20% of flood insurance claims come from outside high-risk areas. Homes behind levees can also be at risk if a levee is overtopped or fails. The good news is that flood insurance for lower-risk properties is often much more affordable than people assume.

How do I check my flood zone?

Look up your address on FEMA’s Flood Map Service Center (msc.fema.gov) or on the California Department of Water Resources’ flood risk resources. Keep in mind that maps show general risk, not guarantees. Local drainage, irrigation canals, and how close you are to the river corridors matter too.

How much coverage can I get?

  • NFIP (National Flood Insurance Program): up to $250,000 for the building and $100,000 for contents on a home.
  • Private flood insurance: may offer higher limits, additional living expenses, or shorter waiting periods, depending on the carrier.

Can I buy it when a big storm is coming?

Usually not in time. NFIP policies generally have a 30-day waiting period before coverage starts, with limited exceptions such as buying at closing on a home. Once an atmospheric river is in the forecast, it’s too late. California’s rainy season generally runs from November through March, and big snowpack years can bring high river flows into late spring as the Sierra snow melts. The best time to buy is in the fall, well before the storms arrive.
